Early Fraternal? Artillery Type Sword w/Scabbard, Unmarked

I know very little about swords, please ask questions.  This "artillery" style short sword is from my husband's collection and was purchased in 1985 according to his tag.  The tag does indicate the word "Fraternal?" and "Unmarked".  I could find no markings of any kind anywhere on sword or scabbard.  The sword appears to be fairly good quality of mfg. unlike the reproductions of today.  See pics for condition, sword remains tight and shows little wear.
